Local law requires that all dogs and cats be vaccinated for rabies and licensed at age 3 months. The law also requires that dogs wear collars that display these licenses and rabies tags. If dogs are off your premises for any reason, they must be held on a leash by a competent person. Dogs running loose can be impounded and the owner fined before the animal is released.
Additionally, Columbia has a "pooper scooper" ordinance stating that if a dog leaves droppings on public property or on private property where the animal does not reside, the owner is responsible for cleaning up the mess and disposing of it in a sanitary manner.
