The Boone County Commission will host Community Information and Listening Sessions at various locations throughout the county regarding the distribution of American Rescue Plan Act (ARPA) funding. The Community Information and Listening Sessions, which are open to the public, will begin Tuesday, February 7, 2023. These sessions will offer community members the opportunity to share their comments and priorities for disbursement of ARPA funding with the Commissioners.
The sessions will also include presentations by the Boone County Commission regarding the application process, timeline, and disbursement schedule for ARPA Funding. The Commission is now accepting applications from businesses and organizations for ARPA funding. The application can be found at https://www.showmeboone.com/commission/arpa.asp. The first round of funding will allocate up to $15 million in ARPA funds. The application deadline for the first round of funding is set for 5 p.m. on Friday, March 31, 2023. Commission approval of applications from the first round of funding is expected by early June 2023.

Burrell Behavioral Health to continue to Phoenix Programs legacy of substance-use recovery services in Columbia
Burrell Behavioral Health has entered into an agreement with the Phoenix Programs board to transfer certain Phoenix Programs property and assets, including the facility at 90 E. Leslie Lane, to Burrell.
As part of the agreement, Burrell has also agreed to hire all of Phoenix Programs’ employees, which happened in late December 2022.
Through the transaction, Burrell has been able to carry on key Phoenix services with no gap in care for clients.
Services provided to clients previously by Phoenix Programs will be eligible to receive the full programmatic benefits and administrative support of Burrell, Boone County’s state-designated Community Mental Health Center and its parent company, Brightli.
“Phoenix Programs is a respected agency in central Missouri that shares our values of evidence-based, client-centered care,” said Mat Gass, President of Brightli’s Central Region. “We are very honored and humbled to have been asked to carry on some of their key programs such as substance use and recovery services.”
Burrell will keep and invest in Phoenix’s existing building on Leslie Lane and will name the location Phoenix Clinic, A Burrell Health Center, in recognition of the organization.
Formerly with Phoenix Programs, Teresa Goslin, now a Director of Recovery Services with Burrell, shared that staff and clients have already migrated to Burrell systems. “I’ve gotten to know and work with Burrell over the years and am excited about the future of recovery and substance use services for our community,” Goslin said.
The Phoenix Clinic fills a gap in Burrell’s array of services and helps clients with easier access to care. Now, an individual in a substance use crisis can utilize Burrell’s Behavioral Crisis Center and be immediately connected with their recovery services at Phoenix Clinic. Similarly, clients at Phoenix Clinic will have faster and easier access to Burrell’s other services including psychiatry, outpatient therapy and more without having to be referred to an outside agency. Both examples demonstrate the comprehensive care Burrell seeks to offer.
“We are serious in our commitment to serving the needs of the mid-Missouri community and believe the expansion of Burrell’s recovery services is a part of that,” said Gass.
